Community Participation

Every year, the City of Los Angeles receives over $100 million from four federal grants to benefit lower-income residents by improving communities with affordable housing, parks, street lighting, services for the homeless, and many other activities.  To receive these grants, the Los Angeles Housing + Community Investment Department (HCIDLA) prepares a Consolidated Plan to outline the City’s goals over a five-year span as well as an Annual Action Plan (both are called the Con Plan) that details how the City intends to use the grants for the coming year to meet its goals.

Community input is an integral part of forming these plans.  While there are federally-imposed limits on what the Con Plan can and cannot fund, all feedback is accepted and useful.  Community needs that cannot be addressed by the Con Plan are compiled and sent on to relevant agencies and Council Offices.

You can send your feedback to hcidla.planning@lacity.org and it will be included in the report sent to the City Council and with the Con Plan sent to the U.S. Department of Housing and Urban Development.

Virtual Public Meetings

To comply with current public health measures and to ensure the safety of our city, we held two meetings to review the Mayor’s Proposed Budget for the Consolidated Plan; one was held in English, and the other in Spanish.

Citizen Participation Plan

The Citizen Participation Plan describes how the City complies with federal regulations in providing opportunities for the public to have a say in when, why, how and where the federal funding will support improving the lives of our most disadvantaged residents and the livability of our city as a whole.  While City leadership makes the final decision of how funds will be used, the input of residents, business owners, groups representing low-income persons and other stakeholders is essential to the process.
