The City of Los Angeles has been awarded $2.8 million through the Coronavirus Aid, Relief, and Economic Security (CARES) Act intended for Housing Opportunities for Persons with Aids (HOPWA), to prevent, prepare for, and respond to the effects of the COVID-19 pandemic. The grant money awarded through the CARES Act to the HOPWA program is known as HOPWA-CV.  

Due to the expiration of eviction protections and loss of supplemental unemployment, many experts and organizations are warning of a dire tidal wave of evictions.  Therefore, the funding is proposed to provide the most assistance in the Short-Term Rent, Mortgage, and Utility assistance program, which provides people living with HIV/AIDS (PLWHA)  and their families with financial assistance so they can maintain housing and their health.  

An estimated, additional 185 households impacted by the COVID-19 pandemic are expected to be assisted.

LA County Commission on HIV will be meeting to discuss best use of the funds.

Background

The Housing Opportunities for Persons With AIDS grant (HOPWA) is a federal program to provide housing assistance and supportive services to low-income People Living With HIV/AIDS (PLWHA) and their families. The HOPWA program was established through the National Affordable Housing Act of 1990, authorized by the AIDS Housing Opportunity Act of 1992, and is currently administered by the U.S. Department of Housing and Urban Development’s (HUD) Office of HIV/AIDS Housing. HOPWA’s strategic objectives are to increase housing stability, expand access to care, and reduce the risk of homelessness.
