Following is a list of our portals outlining who can use them for certain types of services.
Billing Portal

Purpose:
- Register and pay for the annual Rent Stabilization Ordinance (RSO) fees
- Pay for the annual Systematic Code Enforcement Program (SCEP) fees
Who uses it:
- Property owners, Property Managers, Landlords
Foreclosure Registry

Purpose:
- Register properties in foreclosure
- Pay fees
- Submit monthly inspection reports
Who uses it:
- Lenders, beneficiaries or trustees who hold or have an interest in a deed of trust of a property in foreclosure (property owners)
Capital Improvement Program

Purpose:
- To recover capital improvement costs completed to rental units or common areas of the housing complex.
Who uses it:

Primary Renovation Program

Purpose:
- To recover costs for renovation of major building systems within the rental building to abate exposure to hazardous materials that required a Tenant Habitability Plan (THP).

Rehabilitation Work Program

Purpose:
- To recover costs for any work completed on or in a rental unit or common area to comply with an Order from HCIDLA, Los Angeles Department of Building & Safety, Los Angeles Fire Department, or the Health Department due to a change in the Housing Code or to repair damage resulting from a natural disaster, e.g. fire.

Just & Reasonable Rent Adjustment Program

Purpose:
- A rent adjustment program when the operating expenses of the rental property exceed the net operating income.

Cost Recovery Seismic Retrofit Work Program
