We offer a variety of programs and services for property owners to invest in their properties and have a positive return on their investment.  These programs also provide landlords with the opportunity to exercise their due process rights through the administration of the General Manager’s hearings, Rent Adjustment Commission’s (RAC) hearings and appeals.

If you own or manage property that has two or more residential units on a parcel of land and at least one or more of the residential units is rented or offered for rent, then your property is within scope of the Los Angeles Housing Code.

The Housing + Community Investment Department (HCIDLA) conducts regular periodic inspections  of residential multi-family rental units.  The purpose of the inspection is to verify residential buildings are in compliance with all applicable building  and housing codes.

Owning a Rent-Stabilized property

If you rent in the City of Los Angeles, your rental unit may be subject to the city’s Rent Stabilization Ordinance (RSO), which regulates rents and evictions, if the property was built on or before October 1, 1978.

Properties under jurisdiction of these programs are subject to fees, of which two major program fees, the Rent Stabilization Ordinance (RSO) and the Systematic Code Enforcement Program (SCEP), are billed annually.

Appeal a THP Determination

Property owners have 15 calendar days from the date HCIDLA issues a determination accepting or rejecting the THP to submit an appeal. If the THP is not appealed, the approved THP will be implemented.

Foreclosure Registry Program

The Foreclosure Registry was enacted to establish a residential property registration program as a mechanism to protect residential neighborhoods, including abandoned properties, from blight through the lack of adequate maintenance and security as a result of the foreclosure crisis (Ordinance No. 181185).
