The Los Angeles Housing + Community Investment Department (HCIDLA) is

If you own residential rental properties subject to the Rent Stabilization Ordinance (RSO) and/or the Systematic Code Enforcement Program (SCEP), you are responsible for the payment of annual fees that fund the services provided under these two programs.
Please note that it is the obligation of the property owner to pay annual fees and update their contact information with the Department. The failure to receive an Annual Bill does not relieve you of the legal obligation to pay annual fees for your property and does not provide a basis for the waiver of any penalties.
The annual (calendar) fee is due in January of each year and is assessed a delinquent fee if payment is not received by the last day of February. The fees are per unit basis and are not prorated; if a unit is rented for a partial period during the year, the unit fee must still be paid in full.
