Affordable Housing Managed Pipeline Program – Bidder’s Conference

The Los Angeles Housing + Community Investment Department (HCIDLA) has opened the 2021 Notice of Funding Availability (NOFA) application starting April 9, 2021. Applicants must submit the required electronic application and supporting documents no later than 11:59 PM (PDT) on May 10, 2021. Applications submitted after this date and time will not be considered.

Affordable Housing Managed Pipeline Program – 2021 Notice of Funding Availability

The Los Angeles Housing + Community Investment Department (HCIDLA) is pleased to announce the release of its 2021 Affordable Housing Managed Pipeline (AHMP) Regulations and the opening of the 2021 Notice of Funding Availability (NOFA) application starting April 9, 2021.

Applicants must submit the required electronic application and supporting documents no later than 11:59 PM (PDT) on May 10, 2021. Applications submitted after this date and time will not be considered.

Additionally, HCIDLA will host a Bidder’s Conference on Wednesday, April 21, 2021 at 11:00 AM (PDT). Section 5.3.4 – Average Total Development Cost will be published by that date. Meeting information coming soon.

Affordable Housing Managed Pipeline – Draft 2021 Regulations Q&A Set 1

The Los Angeles Housing + Community Investment Department (HCIDLA) is pleased to announce the posting of the Questions and Answers – Set 1 regarding the Affordable Housing Managed Pipeline (AHMP) Draft Regulations. Additionally, the HCIDLA’s Stakeholders Meeting Powerpoint presentation has also been posted. Further review and analysis is in process regarding the next set of Q & A responses. HACLA PBV NOFA HA-2021-24 (2021-Round 1)
The Los Angeles Housing + Community Investment Department (HCIDLA) is pleased to announce that the Housing Authority of the City of Los Angeles (HACLA) is currently accepting applications for the HACLA PBV NOFA HA-2021-24 (2021-Round 1) for Supportive Housing projects (as defined in the HACLA PBV NOFA) regardless of whether the project was admitted into HCIDLA’s Affordable Housing Managed Pipeline.

Electronic Submission Deadline: April 2, 2021 11:59 pm

This PBV NOFA can be found at www.labavn.org and at http://hcidapp.lacity.org/NOFA/Home.aspx. All proposers are required to submit the electronic application to apply for PBVs. No pre-proposal conference will be held for this RFP due to COVID-19 restrictions. Electronic applications must be submitted no later than April 2, 2021 by 11:59 pm (PST) to HCIDLA web portal. Offers received after this date and time may, at the discretion of the Authority, be rejected without consideration. Instructions for completing the electronic application are contained on-line on the HCIDLA website.

All NOFA-related questions shall be sent tolahd_nofa@lacity.org. Questions of a procedural nature may be directed to Swan Lam, Contract Administration Manager at Swan.Lam@hacla.org.

The summary of changes to the 2021 Affordable Housing Managed Pipeline Regulations is now available for viewing. Please note, the posting is for informational purposes only. The full draft of regulations will be posted in the next few weeks, followed by a public presentation and availability for public comment. 
The next AHMP Notice of Funding Availability is scheduled for March 2021. 

November 23, 2020

Updated 11/20/20. Within the next 30 days, HCIDLA will release updated “Draft Multifamily Regulations” for public comment. HCIDLA will accept public comments for a minimum of 14 days from the date of release.

In early 2021, HCIDLA will issue a Notice of Funding Availability (NOFA). The purpose and timing of this NOFA will be to allocate $72 million in City subsidy (subject to funding availability) and to support projects proposing to apply for Low Income Housing Tax Credits (LIHTC) in 2021 Round 2 and 2022 Round 1. Depending on funding availability, admittance into the pipeline may be extended to projects proposing 4% LIHTC.

Please note, HCIDLA’s support for California Tax Credit Allocation Committee 2021 Round 1 is limited to projects already in HCIDLA’s pipeline.

Replacement Housing Plan for The LAMP Lodge

In order to comply with requirements of the California Health and Safety Code, the Los Angeles Housing + Community Investment Department (HCIDLA), successor agency to the former Community Redevelopment Agency of the City of Los Angeles (CRA/LA) is providing an opportunity to the public to review and comment on the LAMP Lodge Replacement Housing Plans that was prepared by Meta Housing Corporation.  Fifty (50) housing units at the LAMP Lodge site are being demolished and replaced with eighty-two (82) newly constructed units at the same site.

The replacement plan focuses on the: proposed project, existing units that will be demolished, development of the replacement units, financing of the project, schedule to construct the replacement units, and affordable period of the replacement units.

Affordable Housing Managed Pipeline

May 2018 Call for Projects – Revised Regulations

The Los Angeles Housing + Community Investment Department (HCIDLA) is posting revised regulations for the Affordable Housing Managed Pipeline (AHMP).  In response to California Assembly Bill 829 and City Council Motion CF 18-0955, the HCIDLA has removed all references to a Letter of Acknowledgement and Letter of Support from these regulations.

Please note, posting is for informational purposes only.  The next AHMP Call for Projects is tentatively scheduled to be released early 2020.
