24 CFR Part 58 is the Federal regulation that outlines the environmental review procedures for entities assuming HUD environmental responsibilities. Compliance under this regulation will fulfill the requirements of the National Environmental Policy Act (NEPA), additional Federal regulations required by the U.S. Department of Housing and Development (HUD), and a few state/local environmental requirements. In regard to projects undertaken by Los Angeles Housing + Community Investment Department (HCIDLA), the review done under 24 CFR Part 58 is often referred to as the NEPA review.

Historic Preservation Section 106 Review

All projects must adhere to Section 106 of the National Historic Preservation Act of 1966, also known as 36 CFR 800. During the environmental review, all projects are evaluated for their potential impact on properties designated as historic, eligible for historic status, or located within a historic district. This evaluation process is commonly referred to as the Section 106 Review.

Projects that may impact historic properties must be reviewed to guarantee that project plans will meet the Secretary of the Interior’s Standards for Rehabilitation and the California Historic Building Code. If necessary, HCIDLA will outline a set of conditions for the project proponent to follow, in addition to conducting a walkthrough at 50% and 100% completion to verify compliance.

PROJECT: ReThink Housing (1408 W. 62nd Street & 6201 S. Normandie Avenue)

PURPOSE: This project site is located at 1408 W. 62nd Street & 6201 S. Normandie Avenue in the South Los Angeles neighborhood area within the City of Los Angeles. The site parcel (APN: 6002-026-025) currently has two (2) buildings on site; one single-story commercial building at 6201 Normandie Avenue, and one single-story residential building at 1408 W. 62nd Street. Both existing buildings on the project site will be demolished. The site area for the residential development is a 0.14-acre (6,098 SF) in a rectangular shaped lot; located at the southwest corner intersection of West 62nd Street and South Normandie Avenue. The surrounding area is used for both residential and commercial purposes; and the site is bounded by residential one-story and two-story buildings located at the south and west sides. This project involves a 4-story building at approximately 58 feet tall and will feature twenty-six (26) studio units at 300 S.F. each. Housing is 100% affordable housing and intended for chronically homeless individuals and Transition-Age Youth (TAY) persons 16-28 years old. There will also be a one (1) one-bedroom manager’s unit; equating to 27 total apartment units (including the manager’s unit). There will be common space with one (1) bathroom stall on the ground level. This area will include one office, a community room (600 S.F.), and laundry room (3 washers). Open space will include 2,350 S.F on the roof deck. Each PSH unit will be approximately 300 S.F. and fully furnished, including full kitchen, kitchen table/chairs, bed, dresser, and nightstand. Regarding the laundry room, there will be a total of three (3) washing machines. The ReThink Housing project is designed to meet accessibility requirements including 24 CFR 983.102, the accessibility requirements of Section 504 of the Rehabilitation Act (Section 504) and Title II of the Americans with Disabilities Act (ADA).

PURPOSE: West Hollywood Community Housing Corporation (WHCHC) is proposing to develop Mariposa Lily, a new-construction affordable housing development located at 1047-1055 S. Mariposa Ave. in the Koreatown/ Pico-Union area of the City of Los Angeles. The building will feature an art deco-inspired design and will consist of forty-one (41) units, a community room, a rooftop outdoor open space, offices for the building manager and service providers, a laundry room of 5 washers, and a computer room in an approximately 36,267 sq. ft., 7-story building. Approximately 8 parking spaces will be included in one semi-subterranean level. The project breakdowns to include 10 studios (≈350 SF), 15 one-bedrooms (≈600 SF), 11 two-bedrooms (≈700 SF) and 5 three-bedrooms (≈950 SF). One (1) two-bedroom unit will be reserved for a full-time onsite building manager. Public benefit includes 20 units will be set aside for homeless households with 10 of which will be for chronically homeless households. The remaining 20 units will be set aside for low-income households making up to 60% of the area median income (AMI). The project site is a vacant City-owned site that will require no rehabilitation, demolition, relocation, or displacement. Mariposa Lily will offer shared and private amenities to all residents. Shared amenities will include a community room with a kitchen space, rooftop deck open space, and a laundry room. Private in-unit amenities include balconies in each unit, central air conditioning, and kitchen appliances including refrigerator, dishwasher in non-studio units, oven, and range. Mariposa Lily will target LEED Gold certification for energy efficiency and environmental sustainability.
The project will be in compliance with the development regulations pursuant to the Los Angeles Municipal Code and the allowable land uses as set forth by the Wilshire Community Plan Area, a part of the City of Los Angeles General Plan.

PROJECT: Westlake Supportive Housing

PURPOSE: Restore Neighborhood Los Angeles (RNLA) is proposing to demolish an existing single-family home with (2) accessory structures to develop a contemporary, four‐story, supportive housing project called Westlake Avenue ReThink Housing Project. The Westlake Supportive Housing Project will consist of (19) 0-bedroom studio units (300 sq. ft.) shared between the first and fourth floors. All (19) unit will be equipped with Energy Star appliances (refrigerator and range) as well as environmentally friendly sustainable features such as energy efficient vinyl windows, low-flow toilets, sinks, and heating / air conditioning systems. Each unit will be fully furnished with dining table and chairs, bed, dresser, and nightstand.

The development will offer a variety of amenities and features to its residents including a main entry (124 square feet), a professional office (140 square feet), a unisex restroom (32 square feet), (2) rooftop patios (749 square feet), a laundry room with (2) washers and (2) dryers (63 square feet), and a bicycle storage area and repair space (223 square feet) to accommodate (19) bicycles. Off-street parking is not being proposed with development. The development is intended to serve chronically homeless individuals and Transition-Age Youth by reserving a total of (18) supporting housing units. The remaining (1) unit will be reserved for an on-site property manager. The project will be in compliance with the development regulations pursuant to the Los Angeles Municipal Code and the allowable land uses as set forth by the Silver Lake – Echo Park – Elysian Valley Community Plan Area, a part of the City of Los Angeles General Plan.

This project will provide eight (8) units for Extremely Low-Income households @ 30% AMI as determined by HCD, fifty-five (55) units for Low Income Households @ 50% AMI as determined by HUD, and one (1) manager’s unit at market-rate. Furthermore, 33 units will be designated for permanent supportive housing, and 15 units for persons with developmental disabilities. The project will consist of (33) studios units (313-535 SF), and (31) one-bedroom units (535-638 SF). These units are supported by a total of seven (7) washers in the laundry room. Other amenities include property management office, on-site case management offices (993 SF), fitness room, multi-purpose common room, rooftop deck, bike storage, and bike work station and workspace (7,390 SF), and parking for 20 spaces (8,607 SF). PROJECT: La Veranda Apartments

PURPOSE: This project site is located at both 236-242 N. Soto Street and 2420-2432 E. Cesar E Chavez Avenue in the neighborhood of Boyle Heights; within the City of Los Angeles. The site parcel(s) (APNs: 5280-001-900, 901, 902, 903 and 904) are vacant lots with no buildings on site; and are owned by Los Angeles Metropolitan Transit Authority (Metro). This project involves four (4) buildings ranging in stories, from one-story, three-story, and four-story; which are all located across the alley from each other between Soto Street, East Cesar E. Chavez Avenue, and Mathews Street. Building height varies for the buildings and has a maximum height of approximately 65 feet tall, with 77 combined living units total. Of the total 77 residential apartment units, 76 units will be designated for low-income tenants; and one manager’s unit. Housing is intended for homeless and chronically homeless participants; with the total unit mix that includes nineteen (19) one-bedroom units (561 S.F. ea.), thirty-five (35) two-bedroom units (816-832 S.F. ea.), and twenty-three (23) three-bedroom units for families (1104-1161 S.F ea.). One (1) of the two-bedroom units will be reserved for the property manager. For the laundry facilities, there will be a total of eight (8) washers, and the community room is 970 S.F. in size. The common areas, unit bathrooms and unit interiors will meet all ADA required accessibility criteria. Ten percent (10%) of the units will be fully accessible and four percent (4%) of the units will be audio and visual accessible. The commercial component consists of 8,000 square foot of commercial space along Cesar Chavez Avenue and Mathews Street; and this use will be divided into three leasable spaces. PROJECT: PATH Villas Hollywood

PURPOSE: This project is located at 5627 Fernwood Avenue in the central Hollywood neighborhood of Los Angeles. The existing project site includes one (1) parcel of land, and is currently occupied by a single, two-story, 9,900 square foot structure that serves as temporary office space and parking for PATH staff. This existing two-story, built in 1981, will be demolished for the new housing project. The proposed development is new construction of supportive housing for homeless and chronically homeless individuals; consisting of one (1) proposed apartment building, at six stories, and 74 feet tall. The apartment building will have 60 units total made up of forty-five (45) studio units @ 441 S.F., fourteen (14) one-bedroom units @ 718 ~ 826 S.F.. Included in the 60 total units, there will be one (1) two-bedroom manager’s unit @ 977 S.F. There will be one level of subterranean parking with 14 automobile stalls and 66 bicycle parking stalls, along with utility space and storage. In addition, there will be a community room and teaching kitchen area, and case management offices. There is an open courtyard area located above the gargle level on the 1st floor, and there is a rooftop area on the 6th floor with a community deck area and laundry room. Square foot sizes for each of the room types: Studio units consist of forty-five (45) total, size averages 441 S.F., fourteen (14) one-bedroom units ranging from 718 S.F. ~ 826 S.F. There is also one (1) two-bedroom manager’s unit at 977 S.F. In addition, the community room with kitchen, manager office, and two restrooms – all equal a total of 1,912 S.F. The laundry room is located on the 6th floor with six (6) washing machines and dryers. The Path Villas Hollywood project is designed to meet accessibility requirements including 24 CFR 983.102, the accessibility requirements of Section 504 of the Rehabilitation Act (Section 504) and Title II of the Americans with Disabilities Act (ADA).

TIER 1 BROAD REVIEW PROGRAM TITLE

URGENT REPAIR PROGRAM

PROGRAM DESCRIPTION:   The Los Angeles Housing and Community Investment Department will implement the Urgent Repair Program (URP) (14B – Rehab; Multi-Unit Residential) within the City of Los Angeles.  The Urgent Repair Program quickly responds to life-threatening conditions in multifamily rental units. When HCIDLA’s Systematic Code Enforcement Program (SCEP) issues a 48-hour notice to correct, but the owner does not comply, HCIDLA’s contractors makes the repairs.  This prevents homelessness, preserves the tenancy of the occupants by preventing their evacuation, and preserves affordable housing.  Projects must meet slum and blight spot criteria.  The activities of this program will be cared out by AG Pacific Construction & Development Corp. servicing the City of Los Angeles (Citywide).  Tier 2 site specific reviews will be completed for those laws and authorities not addressed in the tier 1 broad review for each address under this program when addresses become known.

ESTIMATED PROGRAM COST:     $225,000.00 (PY 46 – 48 CDBG)

PURPOSE

The City of Los Angeles is purposing to use CDBG funding for the implementation of the 46th- 48th Program Years (2020 – 2023) of the Urgent Repair Program, which provides a concise summary of the actions, activities, and the specific federal and non-federal resources that will be used to address the priority needs and specific goals identified by the 46th-48th Program Years (PY 46 – 48) Housing and Community Development Consolidated Plans (Con Plan) for 2020 – 23.

PROJECT: West Terrace

PURPOSE: A Community of Friends is proposing to demolish the (2) existing commercial buildings, associated paved and unpaved parking lots, driveways, and fencing to develop a contemporary, four‐story, supportive housing project called West Terrace. West Terrace will consist of (14) 0-bedroom units (420 sq. ft.), (29) 1-bedroom units (518 – 552 sq. ft.), (20) 2-bedroom units (754 – 756 sq. ft.), and (1) 3-bedroom unit (1,006 sq. ft.) will be shared between the first and fourth floors. Each unit will be equipped with Energy Star appliances (refrigerator and range) as well as environmentally friendly sustainable features such as energy efficient vinyl windows, low-flow toilets, sinks, and air conditioning. All Special needs units will be furnished with a full-size bed, chest of drawers, nightstand, and dining table with chairs.

The development will offer a variety of amenities and features to its residents including a main entry lobby (254 sq. ft.), a property manager office (102 sq. ft.), (3) professional offices (91 – 113 sq. ft.), a Conference Room (152 sq. ft.), (2) unisex rest rooms (61 – 63 sq. ft.), a storage room (35 sq. ft.), an outdoor landscaped courtyard with a children play area and seating area (4,121 sq. ft.), a community room with a kitchen and computer area (1,051 sq. ft.), a community lounge (158 sq. ft.), (4) laundry rooms with a sink and a total of 16 washer and dryers (103 – 108 sq. ft.), a janitor closet (23 sq. ft.), and (4) bike storage rooms (41 – 200 sq. ft.) to accommodate (56) bicycles. The development is intended to serve people homeless and chronically homeless individuals and families by reserving a total of (56) supporting housing units with (28) units being specifically reserved for chronically homeless participants. The remaining (7) units will be reserved as low-income tenants and the (1) 3-bedroom unit will be reserved for an on-site property manager. PROJECT: Serenity Apartments

PURPOSE: This project site is located at 923-925 S. Kenmore Avenue in the Koreatown neighborhood of the City of Los Angeles. The site parcel(s) (APNs: 5094-023-027, -028, and -029) currently has three (3) vacant duplex structures on the property. Existing buildings on the project site will be demolished. The site area for the residential development is a 0.46-acre (20,000 SF) in a rectangular shaped lot; located to the nearest intersection of S. Kenmore Avenue and San Marino Street. The surrounding area is used for residential purposes; and the site is bounded by residential apartment buildings on the north, south, east, and west sides. In addition, there is a multi-family duplex across the street located to the east. This project involves a 6-story building at approximately 66 feet tall and will feature 75 units. Housing is 100% affordable housing and intended for homeless and chronically homeless seniors. The total unit mix includes forty-one (41) 0-bedroom (studio) units (446 S.F. ea.) thirty-three (33) one-bedrooms (502-686 S.F. ea.), and one (1) two-bedroom manager’s unit at 723 S.F., equating to 75 total room units (including the manager’s unit). There will be common space on the ground level of approximately 7,100 S.F. to be used for management offices (with two single restrooms), conference / craft rooms, community activity space, and a gym. The community room is 1,557 S.F. There will be parking for 11 vehicles, and a bike storage room; all situated on ground floor. All dwelling units contain ADA accessible bathroom and accessible kitchens. Regarding the laundry room, there will be a total of eight (8) washing machines.

The Serenity Apartments project is designed to meet accessibility requirements including 24 CFR 983.102, the accessibility requirements of Section 504 of the Rehabilitation Act (Section 504) and Title II of the Americans with Disabilities Act (ADA).

REQUEST FOR RELEASE OF FUNDS
On or about October 2, 2020, HCIDLA will authorize HACLA to submit a request to the U.S. Department of Housing and Urban Development (HUD) for the release of HUD-VASH and Section 8 Project Based Vouchers (PBV) funds under the Housing Act of 1937; Omnibus Appropriations Act of 2009, Consolidated and Further Continuing Appropriations Act of 2012, and Public Law 112-55, as amended to undertake the following project:

PROJECT: Main Street Apartments

PURPOSE: Highridge Costa Development, LLC, Main 50 Housing. L.P., and WCH Affordable XXXV, LLC are proposing to demolish the existing auto repair shop, a mechanic workshop, and dispensary to develop a contemporary, five‐story, supportive housing project called Main Street Apartment. Main Street Apartments will consist of (42) 0-bedroom units (400 square feet), (1) 1-bedroom units (750 square feet), and (14) 2-bedroom units (750 square feet) will be shared between the second and fifth floors. Each unit includes a kitchenette, a private bathroom, and HVAC with all utilities are paid for by the landlord. Each unit will be fully furnished with a refrigerator, microwave oven, dresser, nightstand, dining table, and chairs. All 2-bedroom units will include double beds while studio units will include one.

The development will offer a variety of amenities and features to its residents including an entry lobby (1,300 square feet), (4) professional offices (120 square feet), (1) commercial tenant space (1,500 square feet), (2) unisex restroom (73 – 88 square feet), an open landscaped courtyard with seating areas (2,288 square feet), a recreation / community room with a kitchen and janitor closet (1,185 square feet), bike storage room (481 square feet), a laundry rooms with (6) washers and dryers (323 square feet), and (3) roof decks (327 – 668 square feet). The project will provide a bicycle area to accommodate (68) bicycles and an off-street parking area to accommodate the storage of (7) motor vehicles with driveway access from the alley between 55th Street and 56th Street. The development is intended to serve homeless individuals, chronically homeless veterans, and homeless families by reserving a total of (56) supporting housing units with all (42) 0-bedroom units being HUD-VASH PBV units and all (14) 2-bedroom units being regular PBV units. Twenty-three of the (56) units will be specifically reserved for chronically homeless participants. The 1-bedroom unit is being reserved for an on-site property manager. The project will be in compliance with the development regulations pursuant to the Los Angeles Municipal Code and the allowable land uses as set forth by the Southeast Los Angeles Community Plan Area, a part of the City of Los Angeles General Plan.

LOCATION: 5501 – 5511 South Main Street, City of Los Angeles, County of Los Angeles CA 90037

FUNDING: Estimated: $1,115,352.00 annually for (20) years, total funding of $22,307,040.00 / HUD-VASH PBV and HUD Section 8 PBV

FINDING OF NO SIGNIFICANT IMPACT
An Environmental Assessment under 24 CFR Part 58 was conducted for the above-mentioned projects. HCIDLA has determined that these projects will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR). The ERR will be made available to the public for review electronically. PROGRAM DESCRIPTION: The Los Angeles Housing and Community Investment Department will implement the Lead Hazard Remediation and Healthy Homes Program (14I – Lead Based Paint / Hazard Test / Abatement) to address lead-based paint hazards in privately-owned housing occupied by low income families with young children. The program utilized certified personnel and contractors that are partners with community-based organizations. Subject properties will receive a lead inspection, risk assessment report, scope of work to remediate the lead hazards, clearing testing, education, relocation cost as needed, and an O&M Plan. Tier 2 site specific reviews will be completed for those laws and authorities not addressed in the tier 1 broad review for each address under this program when addresses become known.

ESTIMATED PROGRAM COST: $ 768,647.00 (PY 46 – 48 CDBG)

2) SINGLE-FAMILY REHABILITATION – HANDYWORKER PROGRAM

PROGRAM DESCRIPTION: The Los Angeles Housing and Community Investment Department will implement the Single Family Rehabilitation – Handyworker Program (14A – Rehab; Single Unit Residential). The program offers minor home repair services that are provided through city approved contractors to low-income elderly and disabled homeowners. Grants up to $5,725.00 per client can be used for repairs to address health, safety, and accessibility. Minor home repairs work may include the installation of safety and security devices which assist in preventing accidents and deterring crime. Low-income elderly and disabled tenants are also eligible for assistance, however, work is limited to addressing safety and security devices. Tier 2 site specific reviews will be completed for those laws and authorities not addressed in the tier 1 broad review for each address under this program when addresses become known.

ESTIMATED PROGRAM COST: $ 2,560,040.00 (PY 46 – 48 CDBG)

PURPOSE
The City of Los Angeles is purposing to use CDBG funding for the implementation of the 46th – 48th Program Years (2020 – 2023) of the Lead Hazard Remediation and Healthy Homes Program and the Single-Family Rehabilitation – Handyworker Program, which provides a concise summary of the actions, activities, and the specific federal and non-federal resources that will be used to address the priority needs and specific goals identified by the 46th-48th Program Years (PY 46 – 48) Housing and Community Development Consolidated Plans (Con Plan) for 2020 – 23.

LOCATION
Citywide, City of Los Angeles, County of Los Angeles, California with site specific addresses to be assessed in the Tier 2 Reviews

LEVEL OF ENVIRONMENTAL REVIEW CITATION
The program is categorically excluded under 24 CFR 58.35(a)(2), 24 CFR 58.35(a)(3)(i), and 24 CFR 58.35(a)(6).

TIER 2 SITE SPECIFIC REVIEW
The site specific reviews will cover the following laws and authorities not addressed in the Tier 1 broad review: Airport Hazards, Flood Insurance, Coastal Zone Management, Contamination and Toxic Substances, Floodplain Management, and Historic Preservation.

PROJECT: Depot at Hyde Park

PURPOSE: GTM Holding, LLC is proposing to demolish the existing library site and the 10-unit apartment building to develop a contemporary, five‐story, mixed-income housing project called Depot at Hyde Park. Depot at Hyde Park will consist of (23) one-bedroom units (623 square feet), (10) two-bedroom units (1,091 square feet), and (10) three-bedroom units (1,345 square feet) will be shared between the second and fifth floors. Each unit will be equipped with energy efficient appliances (range, oven, refrigerator, and dishwasher) as well as environmentally friendly sustainable features such as no volatile organic compound flooring, formaldehyde free cabinets, energy efficient vinyl windows, low-flow toilets and sinks. Thirty-three will come furnished with a full size bedframe, mattress with bed bug cover, night stand, dresser, small table with two chairs, shower curtain and if possible, a hospitality package of bedding, starter kitchen set (pot, skillet, dishes), bath towels, and brooms will be provided.

The development will offer a variety of amenities and features to its residents including an entry lobby and foyer (1,491 square feet), a security office (105 square feet), a service office (156 square feet), a professional office space with a unisex restroom (1,498 square feet), an open landscaped courtyard with seating and playground areas (1,857 square feet), a manager office with a kitchen, a meeting room, and storage room (935 square feet), a community room with a kitchen, storage closet, and balcony (786 square feet), a unisex restroom (73 square feet), a laundry rooms with a sink and (8) washers and dryers (206 square feet), and (4) open balconies (3,590 square feet). The project will provide a bicycle area to accommodate (52) bicycles and an off-street parking area to accommodate the storage of (25) motor vehicles with driveway access from Crenshaw Boulevard. The development is intended to serve homeless and chronically homeless individuals and families by reserving a total of (33) supporting housing units with (13) units being specifically reserved for chronically homeless participants. The remaining (18) units will be reserved for families at 50% and 60% of area median income with (1) of the two-bedroom unit being reserved for an on-site property manager. The project will be in compliance with the development regulations pursuant to the Los Angeles Municipal Code and the allowable land uses as set forth by the West Adams, Baldwin Hills, Leimert Community Plan Area, a part of the City of Los Angeles General Plan.

PROJECT: Sun King Apartments

PURPOSE: This project site is located at 9190 N. Telfair Avenue in the neighborhood of Sun Valley; within the City of Los Angeles. The site parcel (APN: 2631-002-041) is a vacant lot with no buildings on site. The site area for the residential development is a 0.35-acre (12,246 SF) in a rectangular shaped lot; located on the southeast corner of Sheldon Street and Telfair Avenue. The surrounding area is used for residential and public facilities; and the site is bounded by residential apartment buildings on the east and south sides. There are single-family residences located to the north, along Sheldon Street. Public facilities include Sun Valley High School (LAUSD) located to the west along Telfair Avenue. This project involves a 4-story building at approximately 45 feet tall and will feature 26 units. Housing is intended for chronically homeless individuals, and homeless families. The total unit mix includes twelve (12) one-bedrooms (445 – 513 S.F. ea.), ten (10) two-bedrooms units (723 S.F. ea.), and three (3) three-bedroom units for families (940 – 1,010 S.F ea.). In addition, there will be one (1) two-bedroom unit for the on-site manager; equating to 26 total residential units (including the manager’s unit). There will be secured parking for 27 vehicles, are all situated on the ground floor. In addition, there will be a total of 29 bicycle parking stalls. The common areas, unit bathrooms and unit interiors will meet all ADA required accessibility criteria. Regarding the laundry room, there will be a total of four (4) washing machines.

The Sun King Apartments project is designed to meet accessibility requirements including 24 CFR 983.102, the accessibility requirements of Section 504 of the Rehabilitation Act (Section 504) and Title II of the Americans with Disabilities Act (ADA).

PURPOSE: Abode Communities is proposing to construct a new two-site, supportive housing project called Adam Terrace. Adams Terrace consist of two (2) contemporary, four-story buildings with a combined total of (86) dwelling units, several professional office spaces, and (2) parking garages to accommodate a total of (95) bicycles and (51) vehicles. The building located at 4314 West Adams Boulevard consist of (15) studios (429 square feet), (22) one-bedroom units (574 square feet), and (1) two-bedroom units (952 square feet). Berendo Sage will consist of (5) 0-bedroom (498 square feet), (25) 1-bedroom (618 square feet), (6) 2-bedroom (875 square feet), and (6) 3-bedroom units (1,041 square feet) will be shared between the first and sixth floors. Each unit will be equipped with a full kitchen (refrigerator, dishwasher, oven and range), (1) or (2) bathrooms, central air conditioning, and a private balcony. The development will offer a variety of amenities including a main lobby area (737 square feet), (2) unisex restrooms (93 square feet), a manager’s office (173 square feet), (2) resident offices (263 square feet), a community room with a kitchen (810 square feet), a roof deck with seating and landscaping (990 square feet), and a laundry room with (5) washers and dryers and water closet (317 square feet). The development will provide a bike storage room to accommodate (40) bicycles and an off-street parking garage to accommodate the storage of (15) motor vehicles and with driveway access from Berendo Street.

The development is intended to provide supportive housing for homeless and low-income individuals, seniors, and families making up to 60% of the area median income (AMI). Twenty-one of the (42) units will be reserved for homeless households with (12) of the units being set aside for chronically homeless individuals with mental health disabilities. In addition, (1) two-bedroom units will be reserved for (2) on-site property managers. The development is intended to serve low-income and special needs populations, including individuals who are experiencing mental illness. It will reserve (55) units specifically for homeless and chronically homeless individuals with (23) units being reserved for chronically homeless participants. PROJECT: Thatcher Yard Housing

PURPOSE: Thatcher Yard Housing, a ground-up, new construction  development is designed as a Type V wood framed construction building for seniors over a Type I semi-subterranean garage and surrounding bungalows for families. The project will feature 97 units of low income and supportive housing, of which 30 units will be family housing and 67 units will be senior housing (aged 62+). Of the 97 units, 49 units (or 51%) will be set aside for permanent supportive housing for formerly homeless and chronically homeless families and seniors. The total mix includes 76 one-bedroom units, 13 two-bedroom units, 8 three-bedroom units, and 1 three-bedroom manager’s unit, equating to 98 total bedrooms (including the manager’s unit).   Each unit will have a refrigerator, an oven and stove, carpet, window coverings, air conditioning and heating, cable and internet hook-ups. The one-bedroom units will be approximately 700 SF, the two-bedroom units will be approximately 940 SF, and the three-bedroom units will be approximately 1,150 SF. The project will be served by two elevators and have access to designated vehicle and bicycle parking within one level of semi-subterranean parking (Type I concrete construction garage) beneath the senior units with 82 total parking spaces.

PROJECT: Amani Apartments

PURPOSE: This project site is located at 4200 W. Pico Boulevard in the Mid-City neighborhood of Los Angeles. The site parcel (APN: 5082-023-002) is vacant so no units will be demolished. The parcel which Amani Apartments will be built upon is a vacant lot owned by the City of Los Angeles. The site area for the residential development is a 0.58-acre (25,265 SF) in an irregular shaped lot; bounded by Pico Boulevard to the north, an access driveway followed by a multi-family residential property to the south and a restaurant and associated parking area to the west. This project involves a 5-story building at approximately 60 feet tall and will feature 53 units of 100% affordable housing, serving senior citizens age 55 or older; who are homeless or chronically homeless across Los Angeles. There will also be a single one-bedroom manager’s unit. The project will also include 2,000 S.F. of commercial office space, located on the ground floor. All of the 54 units will be set aside for permanent supportive housing for formerly homeless and chronically homeless seniors. The total mix includes fifty-three (53) studio units at 400 S.F., and one (1) one-bedroom managers unit at 700 S.F., equating to 54 total bedroom units (including the manager’s unit). The proposed ground floor is for the commercial use, and includes four (4) structured parking stalls, six office spaces, meeting room, and men’s restroom at 134 S.F., women’s restroom 143 S.F., and the laundry room with six (6) washing machines and dryers.
The Amani Apartments project is designed to meet accessibility requirements including 24 CFR 983.102, the accessibility requirements of Section 504 of the Rehabilitation Act (Section 504) and Title II of the Americans with Disabilities Act (ADA), as well as the design and construction requirements of the Fair Housing Act, as applicable. 24 CFR part 8 (Section 504); 24 CFR part 100 (Fair Housing Act); 28 CFR part 35 (Title II of the ADA). Additionally, the Project will meet the accessibility requirements of the CTCAC and CDLAC.

FUNDING: Estimated: $813,444 annually for (20) years, total funding of $16,268,880 / HACLA Project Based Voucher (PBV).

Existing buildings on the project site will be demolished. The site area for the residential development is a 0.64-acre (27,910 SF) in a rectangular shaped lot; located on the northeast corner of Van Nuys Boulevard and Plummer Street. This project involves a 4-story building at approximately 45 feet tall and will feature 49 units. Housing is intended for homeless survivors of domestic violence and sex trafficking and homeless individuals with a mental illness. The total unit mix includes four (4) one-bedrooms (535 S.F. ea.), forty-four (44) two-bedrooms for families (810 S.F. ea.), and one (1) three-bedroom manager’s unit at 1,037 S.F., equating to 49 total room units (including the manager’s unit). Social service support offices, conference room, staff lobby, laundry room, and secured parking for 30 vehicles are all situated on the ground floor. Regarding the laundry room, there will be a total of six (6) washing machines.

The Talisa Apartments project is designed to meet accessibility requirements including 24 CFR 983.102, the accessibility requirements of Section 504 of the Rehabilitation Act (Section 504) and Title II of the Americans with Disabilities Act (ADA), as well as the design and construction requirements of the Fair Housing Act, as applicable. 24 CFR part 8 (Section 504); 24 CFR part 100 (Fair Housing Act); 28 CFR part 35 (Title II of the ADA). On or about May 26, 2020, HCIDLA will authorize HACLA to submit a request to the U.S. Department of Housing and Urban Development (HUD) for the release of HUD-VASH Section 8 Project Based Vouchers (PBV) funds under the Housing Act of 1937; Omnibus Appropriations Act of 2009, Consolidated and Further Continuing Appropriations Act of 2012, and Public Law 112-55, as amended to undertake the following project:

PROJECT:             Ingraham Apartments

PURPOSE:           Single Room Occupancy Housing Corporation (SRO Housing Corp.) is proposing to demolish an existing public parking lot to develop a contemporary, seven‐story, supportive housing project called Ingraham Apartments.  Ingraham Apartments will consist of (120) studio units and (1) one-bedroom will be shared between the second and seventh floors.  Each unit will average approximately 400 square feet and be equipped with a private kitchen and bathroom.  Each unit will be furnished with a bed, dresser, night stand, dining room table and chairs, refrigerator and microwave oven, full oven/range, cabinetry, storage closets, and window coverings. The one-bedroom unit will be equipped with an additional private laundry area.  The development is intended to serve homeless veterans (at or below 30% area median income (AMI) levels); chronically homeless and homeless individuals with mental illness issues (at or below 30% AMI levels); and low income individuals (at or below 60% AMI levels).  It will reserve (45) units for homeless veterans, (45) units for chronic homeless and homeless individuals, and (30) units for low income individuals.  The one-bedroom unit will be reserved for the on-site property manager at a market rate.

Ingraham Apartments will offer a variety of amenities and features to its residents including a main lobby area with a security desk and mailing area (1,500 square feet), a property management office (150 square feet), a storage room (100 Square feet), an open landscaped courtyard with seating (2,263 square feet), a community room with a kitchen (1,018 square feet), (2) community recreation rooms (1,250 square feet), (6) residential offices (720 square feet), a unisex restroom (50 square feet), a laundry room with a sink, (12) washers and dryers (221 square feet), a trash room (425 square feet), and an outdoor roof deck (3,324 square feet).  The development will also provide a bike storage room to accommodate (94) bicycles and an off-street parking garage to accommodate the storage of (42) motor vehicles and with driveway access from Ingraham Street.  Ingraham Apartments will be in compliance with the development regulations pursuant to the Los Angeles Municipal Code, American Disability Act, and the allowable land uses as set forth by the Westlake Community Plan Area, a part of the City of Los Angeles General Plan.

PURPOSE:      The project site is presently a vacant paved lot, located at 4719 S. Normandie Avenue, in the South Los Angeles neighborhood of Los Angeles. Development will be on two parcels on a site approximately 0.25 acres; located on the northwest corner of W. 48th Street and Normandie Avenue. Also surrounding the site is a single-family home located to the west and a commercial building to the north. Chesterfield Apts. project will involve new construction of a five-story building of mixed–use development; with a maximum building height of 67 feet. The project will consist of 43 residential units (42 studios or 0-bedroom, and 1 two-bedroom manager’s unit). Square foot sizes for each residential room type are (42) studio or 0-bedroom at 400 S.F. each, and (1) two-bedroom at 700 S.F. There will be four (4) parking spaces at grade, and 38 long term bicycle spaces. Building area also includes 2,354 S.F. of outdoor space and 4,497 S.F. of common area dedicated for property management and services. Laundry facilities include a total of five (5) washing machines and dryers.

On or after March 27, 2020 the Los Angeles Housing and Community Investment Department (HCIDLA) will submit a request to the U.S. Department of Housing and Urban Development (HUD), Office of Lead Hazard Control and Healthy Homes (OLHCHH), for the release of funding as follows: Lead Hazard Reduction Demonstration Grant Program is authorized by Sec. 1011 of the Residential Lead-Based Paint Hazard Reduction Act of 1992 (Title X of the Housing and Community Development Act of 1992), Public Law 102-550.  The Healthy Homes supplemental funding is authorized under Section 502 of the Housing and Urban Development Act of 1970 (12 U.S.C. 1701z-2).  Funding was approved and provided through the Department of Housing and Urban Development Appropriations Act, 2014 (Public Law 113-76), for the following multi-year program/project:  Lead Hazard Reduction Demonstration Grant Program (LHR) and Healthy Home Supplemental Fund (HHS) Program, Grant Number CALHD0419-19, for the purpose of completing lead hazard control, healthy housing interventions, and associated rehabilitation in 240 housing units occupied by low and very low-income families with children younger than six in the City of Los Angeles.  The City of Los Angeles is requesting the release of $5,600,000 in Federal assistance which is comprised of $5,000,000 of Lead Hazard Reduction Demonstration Grant Program and $600,000 in Healthy Homes Supplemental Grant.  The period of performance will be from January 15, 2020 through July 14, 2023 with possible one-year extension, at the discretion of HUD.

Tier 1 Broad Review Project/Program Title:  2019 – 2023 Lead Hazard Reduction Grant & Healthy Homes Supplemental

Purpose: For lead hazard control, healthy housing interventions, and associated rehabilitation in 240 housing units occupied by low and very low-income families with children younger than six in the City of Los Angeles.

Location: Citywide, City of Los Angeles

Estimated Project Cost:         $6,483,971

Project/Program Description: The proposed program will enroll and assess 260 units throughout the City, remediating lead-based paint hazards and healthy home defects in 240 housing units occupied by low and very low-income families with children younger than six. Healthy housing Interventions supported by the Healthy Homes supplemental funds will be conducted in 120 housing units of the 240 units receiving lead hazard remediation.  The City will partner with a wide variety of other public agencies and community-based organizations to reach property owners, tenants, single-family homeowners, and Section 3-eligible workers and businesses. The average cost of lead hazard control interventions will be $7,530; the average cost of healthy homes intervention will be $5,000. As needed, temporary relocation will be provided. Units occupied by children with EBLs have the highest priority for interventions.  Post Intervention Monitoring will ensure the lead remediation was completed.  Areas with the highest-risk of lead hazards are also the lowest income census tracts with high concentrations of ethnic minorities and limited English speakers.

Level of Environmental Review Citation:  The proposed hazard control activities to be funded under this/these program(s) is/are categorically excluded from the National Environmental Policy Act requirements, but subject to compliance with some of the environmental laws and authorities listed at § 58.5 of 24 CFR Part 58. In accordance with §58.15, a tiered review process has been structured, whereby some environmental laws and authorities have been reviewed and studied for the intended target area(s) listed above. Other applicable environmental laws and authorities will be complied with, when individual projects are ripe for review. Specifically, the target area(s) has/have been studied and compliance with the following laws and authorities have been established in this Tier 1 review:  Coastal Barriers Resource Act, Air Quality, Coastal Zone Management Act, Endangered Species Act, Farmland Protection, Noise Abatement and Control, Sole Source Aquifers, Wetland Protection, Wild and Scenic Rivers Act and Environmental Justice.  Tier 2 site specific reviews will be completed for those laws and authorities not addressed in the tier 1 broad review for each address under this program when addresses become known.  In the Tiered 2 review, compliance with the following environmental laws and authorities will take place for proposed projects funded under the program(s) listed above:  Historic Preservation, National Flood Insurance Program requirements, Floodplain Management, Explosive & Flammable Operations, toxics/hazardous materials and Airport Hazards.   Should individual aggregate projects exceed the threshold for categorical exclusion detailed at §58.35(a), an Environmental Assessment will be completed and a separate Finding of No Significant Impact and Request for Release of Funds published. PURPOSE:      This project site is located at 14534 W. Burbank Boulevard in the Sherman Oaks neighborhood of Van Nuys; City of Los Angeles. The site parcel (APN: 2249-001-004) currently has a single-family dwelling with 3 additional one-bedroom units that are all vacant; and no tenant displacement will occur. Existing buildings on the project site will be demolished.  The site area for the residential development is a 0.28-acre (3,343 SF) in a rectangular shaped lot; located on the south side of Burbank Boulevard, approximately 170 east of Vesper Avenue. The surrounding area is used for residential and commercial purposes; and the site is bounded by residential buildings on the east, west, and south sides. This project involves a 4-story building at approximately 46 feet tall and will feature 55 units. To serve the senior citizens age 62 or older, fifty-four (54) units will be set aside for permanent supportive housing for formerly homeless and chronically homeless seniors. The total mix includes fifty-four (54) studio units at 306 – 332 S.F., and one (1) one-bedroom manager’s unit at 660 S.F., equating to 55 total room units (including the manager’s unit). The project will include an approx. 1,066 S.F. community room, manager’s office, and entry lobby on the ground floor. Open space of 3,750 S.F. will be located to the rear of the site and on a rooftop deck. Social service support offices and 3 laundry rooms are situated on upper floors, and secured parking for 20 vehicles will be located in a subterranean garage (below grade). The common areas, unit bathrooms and unit interiors will meet all ADA required accessibility criteria. Regarding the laundry rooms, there will be a total of six (6) washing machines.

PURPOSE:        The project site is presently a paved parking lot, located at 456 9th Street, in the San Pedro neighborhood of Los Angeles. Development will be on multiple City of Los Angeles owned parcels on a site approximately 0.89 acres; bound by W. 9th Street on the south and W. 8th Street to the north. Nearby to the west of the project site is Pacific Avenue. The 9th Street Lofts project will involve new construction of one building with multiple four-story residential units over two-stories of podium construction, consisting of parking and mixed–use development; with a maximum building height of 75 feet. The project will consist of 91 residential units (5 studios, 27 one-bedroom, 36 two-bedroom, and 23 three-bedroom). There will be 4,000 S.F. of indoor residential community and office area, an on-site residential exercise room, and 4,900 S.F. of ground floor commercial space. The project will provide 111 vehicle parking spaces (located on first and second podium levels) consisting of 52 replacement spaces, 10 commercial spaces, and 49 residential spaces. All residential units will be provided with kitchen appliances and air conditioning. The project will provide 4,000 S.F. of indoor community space for the residents, including a computer lab and community room. The project will also feature more than 10,500 S.F. of outdoor common area. Other project amenities will include an exercise room, common area tot lot, and laundry facilities with a total of eleven (11) washing machines. Square foot sizes for each residential room type are (5) studio or 0-bedroom at 400 S.F. each, (27) one-bedroom at 560 S.F. each, (36) two-bedroom at 800 S.F. each, and (23) three-bedroom at 1,080 S.F. each.  This project will serve 90 low-income households, including individuals and families; with income range from 30%-60% of the Area Median Income.

PURPOSE:        The proposed project will demolish the existing office and warehouse building, and remove existing parking lots for the construction use and maintenance of a 5-story, mixed use building containing approximately 6,500 square feet of commercial space and 64 dwelling units, including one 857 SF 2-bedroom market-rate manager’s unit and 63 of 412 SF studios units restricted to Low Income Households.  Twenty-three (23) units will be restricted to Low Income Household at HCD level and 40 units restricted to Low Income Households at HUD levels.  Sixty-three (63) of the 64 units will be supportive housing units for formerly homeless individuals.   All units will be provided with kitchen appliances, a full bathroom, and air conditioning. The project will provide nearly 2,000 square feet of indoor community space for the residents and nearly 1,500 square feet of outdoor common area. There are 11 residential parking spaces and each resident will have a reserved long-term bike parking space. Common laundry facilities will be provided on each residential floor totaling 12 washer/dry combos, 1 standalone washer, 1 standalone dryer.   The Proposed Action is consistent with current land use designation within the Westlake Community Plan of the City of Los Angeles.

PROJECT:             Firmin Court

PURPOSE:          The subject property reportedly proposed for multi-family residential redevelopment and will consist of a seven-story residential building, the footprint of which will occupy nearly the entire site. The Project consists of 63 affordable housing units plus a property manager unit for a total of 64 residential units including 28 studios at 350 S.F., 17 one-bedroom at 501 S.F., 15 2-bedroom at 725 S.F., and 4 3-bedroom units at 900 S.F.. The structure will include a lower partially underground parking level, a second-floor above-ground level that will include parking, offices, and some residential units, and five floors (third through seventh) that will consist of residential units. An 8- to 12-foot-wide perimeter around the building will be landscaped. The lower parking level may be as much as 12 to 20 feet below the ground surface. Amenities will include a courtyard at 2,291 S.F. on the third floor with community room and a 527 S.F. Skydec on the 7th floor. The project will provide permanent supportive housing to chronically homeless individuals and families, and all 45 contract units will be reserved for chronically homeless participants. The Proposed Action is consistent with current land use designation within the Westlake Community Plan of the City of Los Angeles.

PROJECT:           Colorado East

PURPOSE:         The proposed project is located at 2451 & 2453 Colorado Boulevard, Los Angeles, California 90041. The subject site is approximately 0.38 acres and is zoned C4-2D, a commercial zone that allows multifamily. Upon completion of the newly constructed five-story elevator serviced building, the project will consist of approximately 3,149 square feet of ground level retail and common areas with a subterranean parking garage. The building will connect the existing Colorado Terrace Apartments, a senior LIHTC/market rate development. The project will consist of 26 one (~650 S.F.), 14 two (~900 S.F.) and 1 three-bedroom (~1600 S.F.) apartment units, one of which will be reserved for the on-site manager. The 40 units will be restricted to qualified tenants with income levels not to exceed 30% AMI.  The project will be built to meet all minimum sustainable building methods as well as achieve a LEED Silver rating in sustainability with large solar power supplying the project, high efficiency windows, tile flooring as the primary flooring surface and LED lighting throughout the project. Physical amenities include community laundry facilities, on-site management office, community room with kitchen facilities for tenants to utilize. The Proposed Action is consistent with current land use designation within the Northeast Community Plan of the City of Los Angeles.

PROJECT:       Sherman Oaks Senior Housing

PURPOSE:      This project site is located at 14534 W. Burbank Boulevard in the Sherman Oaks neighborhood of Van Nuys; City of Los Angeles. The site parcel (APN: 2249-001-004) currently has a single-family dwelling with 3 additional one-bedroom units that are all vacant; and no tenant displacement will occur. Existing buildings on the project site will be demolished.  The site area for the residential development is a 0.28-acre (3,343 SF) in a rectangular shaped lot; located on the south side of Burbank Boulevard, approximately 170 east of Vesper Avenue. The surrounding area is used for residential and commercial purposes; and the site is bounded by residential buildings on the east, west, and south sides. This project involves a 4-story building at approximately 46 feet tall and will feature 55 units. To serve the senior citizens age 62 or older, fifty-four (54) units will be set aside for permanent supportive housing for formerly homeless and chronically homeless seniors. The total mix includes fifty-four (54) studio units at 306 – 332 S.F., and one (1) one-bedroom manager’s unit at 660 S.F., equating to 55 total room units (including the manager’s unit). The project will include an approx. 1,066 S.F. community room, manager’s office, and entry lobby on the ground floor. Open space of 3,750 S.F. will be located to the rear of the site and on a rooftop deck. Social service support offices and 3 laundry rooms are situated on upper floors, and secured parking for 20 vehicles will be located in a subterranean garage (below grade). The common areas, unit bathrooms and unit interiors will meet all ADA required accessibility criteria. Regarding the laundry rooms, there will be a total of six (6) washing machines.

PROJECT:             Rose Apartments

PURPOSE:           The Venice Community Housing Corporation is proposing to demolish (4) existing institutional buildings and develop a contemporary, four‐story, supportive housing project called Rose Apartments.  Rose Apartments will consist of (31) 0-bedroom units (339 – 490 square feet), (3) 1-bedroom units (500 – 510 square feet), and (1) 2-bathroom unit (828 square feet) shared between the 2nd and 4th floors.  The development is intended to serve formerly homeless persons with (50%) of the units targeted for chronically homeless and (50%) targeted for transitional-aged youth.  The two-bedroom unit will be reserved for the on-site property manager.  Each unit will be equipped with a stove, a refrigerator, a ceiling fan, a garbage disposal, a dishwasher, and window coverings.

Rose Apartments will offer a variety of amenities and features to its residents including a commercial tenant space with (3) offices, a waiting/lounge area, a conference room, break room, (2) storage rooms, and a unisex restroom (1,875 square feet), a bike room (397 square feet), a trash/recycling room (238 square feet), an office (160 square feet),  a laundry room with a sink and (4) washers and dryers each (235 square feet), (2) case manager offices (138 square feet), (2) open patios (695 – 1,325 square feet), a 2nd floor recreation room with a balcony, a kitchenette, a unisex restroom, and storage room (735 square feet), and a 3rd floor landscaped roof deck (400 square feet).  The development will also provide (47) bicycle stalls and (17) off-street parking spaces with driveway access from the Rose Court.  Rose Apartments will be in compliance with the development regulations pursuant to the Los Angeles Municipal Code, American Disability Act, and the allowable land uses as set forth by the Venice Community Plan Area, a part of the City of Los Angeles General Plan.
