Prevailing Wage and Apprenticeship Compliance HCIDLA-funded affordable housing projects must comply with state and federal prevailing wage and apprenticeship requirements.  The HCID Prevailing Wage Compliance Unit (PWCU) monitors and enforces compliance with such requirements.  In addition, Supportive Housing Program projects consisting of 65 or more units and funded with Proposition HHH funds are required to comply with a City approved Project Labor Agreement.
