Five-Year Consolidated Plan

Our five-year plan—the Consolidated Plan or Con Plan—describes the plan for spending federal grants on things like community development, affordable housing, shelters for homeless persons, helping small business owners, and services for people living with HIV/AIDS. Once the plan is approved by the Mayor and City Council, it is sent to the US Department of Housing and Urban Development (HUD) to show how we’ll make the best use of four federal grants that benefit low income residents. The current plan covers 2018 to 2022.  Links below describe the process of approval by the Mayor and City Council, as well as the needs assessment and strategic planning process.  There’s also an overview of community input and the budget for projects funded in the first year of the plan, 2018-2019, also known as program year (PY) 44.

2018-2022 STRATEGIC HOUSING AND COMMUNITY DEVELOPMENT PLAN

The Strategic Housing and Community Development Plan is a write-up of what was found out about needs in the community and answers specific questions asked by the US Department of Housing and Urban Development (HUD) regarding activities planned over the five years.  An analysis of the market for housing and services was done, as well as a needs assessment, to prepare the strategic plan.  You can find the 5-year plan hosted on HUD’s website.

2018-2019 ACTION PLAN (PROGRAM YEAR 44)

The Action Plan includes the projects and goals for the first year of the plan.  After the plan was approved, the City received more funding, so we revised the plan to identify more projects or programs that could be funded.

COMMUNITY PARTICIPATION

In creating plans, we hold community forums where we gather ideas and comments from the community.

MAYOR AND COUNCIL REPORTS

The Mayor released a draft plan and then the City Council reviewed and approved.  This is a record of the revisions and outcomes from Council meetings and the Mayor’s approval of the final plan.
