Abigail Marquez

Community Services & Development

Abigail R. Marquez is responsible for managing the operations of the Los Angeles Housing + Community Investment Department’s (HCIDLA) Community Services and Development Bureau. This includes the planning and administration of the City’s Consolidated Plan and the implementation of HCIDLA’s social service delivery programs, including the FamilySource System, Domestic Violence and Human Trafficking Shelter Operations, Housing Opportunities for Persons with HIV/AIDS (HOPWA), and Supportive Housing Services for homeless individuals and families. In this role, she also provides strategic direction to three HCIDLA commissions: Commission on Community & Family Services, Community Action Board, and Affordable Housing Commission. 

Mrs. Marquez previously served as Director of Workforce Development and Economic Opportunity for Los Angeles City Mayor, Eric Garcetti. She led the development of policy and strategy to meet the Mayor’s education and workforce development priorities. She brings 15 years of public service experience to HCIDLA. She has a proven track-record of forging public and private partnerships to advance policies and programs aimed at lifting Angelenos out of poverty. She earned a Bachelor of Arts from the University of California, Riverside and a Master of Science in Project Management from the University of Redlands.
